Either someone who just got there or someone who is exceedingly well armed, andor good at setting traps. They haven't boarded up their bottom floor windows, but they don't appear to have been looted yet either, which means they're either picking people off at a distance, or again traps. They could also be cannibals and it's a honeypot. Walk in, and you're suddenly surrounded, knocked out, and into the cookpot you go.
